Bob Kamm established the firm in 1999 to provide comprehensive state government affairs consulting to assist clients with issues before the Texas Legislature and Texas state agencies. Just prior to 1999, Bob served as chief lobbyist for the state’s largest business association, and prior to that served as General Counsel to the Texas senate committee overseeing insurance, business and related regulatory matters.
Since its inception, the firm has assisted clients in successfully passing, amending and defeating legislation in a variety of issue areas. Those have included budget, construction and lien law, county and city, driver education and safety, electric power, employer self-funding and benefit administration, insurance, mental health, political subdivision risk pools, professional licensing, public finance, transportation, and workers compensation issues.
The mission of the firm is to establish each client as a credible and trustworthy source of information to Texas legislators and their staff. This approach has led to long term relationships with our clients, and more importantly has enabled our clients to be viewed by the Legislature as critical players to be consulted on important legislative matters.
We work with our clients to learn everything we can about the client’s industry and operations so that we too can provide accurate, reliable information to legislators and staff. And, we provide opportunities to put our clients directly in front of legislators so that the lawmakers and their staff can receive firsthand information from public officials and subject matter experts.
Finally, we provide financial support to legislative campaigns and advise our clients if they too decide to make campaign contributions or establish a political action committee.
Robert Kamm
Bob Kamm is an attorney, lobbyist and mediator with more than 40 years’ experience in Texas legislative, political and legal matters. His office is in Austin, where he represents clients before the Legislature and state agencies. He received his B.A. in political science from LeMoyne College in Syracuse, New York and his law degree from the University at Buffalo School of Law.
Kamm served six years on staff in the Texas Senate, most notably as General Counsel to the Texas Senate Economic Development Committee, which has legislative jurisdiction over matters relating to regulatory issues, insurance, financial institutions, tort reform, and general business issues. As General Counsel, he served as chief advisor to the Committee Chairman and directed all aspects of the Chairman's legislative program involving the above issues.
After leaving his post in the Texas Senate, Kamm served as General Counsel and Sr. Vice-President-Government Affairs to the Texas Association of Business & Chambers of Commerce, a statewide organization representing more than 120,000 employers across the state of Texas. In addition to handling legal matters for the Association, Kamm served as chief lobbyist and managed the Government Affairs Department. Kamm handled a variety of issues as diverse as education and workforce, economic development, employment relations, health care, international trade, tax, tort reform, and workers' compensation.
Prior to his position in the Texas Senate, Kamm spent eight years in private law practice as a commercial/business litigator. In 1990, Kamm was a candidate for the District 48 Texas House of Representatives seat in Travis County.
In December 2019, Kamm ended his lobby practice and began facilitating a group of health care practitioners and policy experts to explore new models for providing universal health and healthcare to Texans that is affordable for governments, employers, and individuals.
Kamm is married to Kelly Leahy Kamm, a Distinguished Senior Lecturer in finance at the McCombs School of Business. They have two children, Christian, a Peace Corp volunteer serving in Cameroon, Africa and Megan, an Americorp volunteer with Breakthrough Central Texas..
